🎯 Conference Overview
The International Conference on Digital Transformation and Institutional Modernization (ICDTIM 2026) is a flagship global platform that seeks to critically examine the role of digital technologies in reshaping governance and institutional structures in Africa and the wider world.
Governments are increasingly embracing digital governance, artificial intelligence, big data, cybersecurity frameworks, and smart infrastructure as tools to improve service delivery, enhance transparency, and build citizen trust. While these advancements hold enormous promise, they also present unique challenges in policy formulation, institutional adaptation, legal frameworks, and inclusivity.
Organized by the Center for Management Development (CMD) – Rwanda, this conference provides a platform for scholars, researchers, policymakers, practitioners, ICT experts, and development partners to explore the intersection of technology, governance, and institutional reform. Participants will benefit from thought-provoking keynotes, peer-reviewed paper presentations, high-level policy dialogues, interactive workshops, and roundtable discussions.
The overarching goal is to generate research-driven insights and practical recommendations on how African countries and global partners can harness e-governance and digital innovation to accelerate sustainable development, institutional modernization, and good governance practices.

✍️ Submission Guidelines
- Abstracts: 250–300 words, including title, author(s), affiliation, and keywords
- Full Papers: 5,000–8,000 words, APA or Harvard referencing style
- Review Process: Double-blind peer review by the Academic Committee of CMD Rwanda
- Proceedings: Accepted papers will be published in the CMD Rwanda Annual Conference Proceedings (ISSN pending). Selected high-quality papers will be considered for international journals.
